Call for Saskatchewan Artists
For: Commemorative Art Piece Celebrating SARC’s 50th Anniversary

1. GENERAL INFORMATION & INSTRUCTIONS

1.1 PURPOSE FOR THE CALL FOR ARTISTS

SARC is looking for a professional artist to work on a commemorative 50th Anniversary art piece that both reflects the past, present, and future of the disability services sector and the lives of people experiencing disability.

The artist will get together with 4 artists experiencing intellectual disability to brainstorm and collaborate on the project for two one-day sessions in May or June. After the collaboration sessions, the artist will take the ideas, and any rough drafts that were created at the collaboration sessions and complete the creative process. The artist will be responsible for the final deliverable.

The selected artist must adhere to the project’s timelines and adhere to the prescribed budget for costs of materials.

1.2 ABOUT SARC

SARC is a provincial association that provides services to nonprofit organizations to expand their potential and support the work they do in their communities, with a primary focus on services for people experiencing disability. For more information, visit our website: www.sarcsarcan.ca.

1.3 BACKGROUND

Throughout 2018, SARC will be celebrating its 50th Anniversary by sharing the history and evolution of the disability services sector in Saskatchewan, as well as highlighting our strong membership of Disability Services organizations, their staff and the valuable work that they do. SARC will be hosting a number of events throughout the year that will celebrate the anniversary.
1.4 ACCEPTANCE OR REJECTION OF PROPOSALS
It is the intention of SARC to consider the proposals submitted and to not be precluded from negotiating with one, or more than one, of the parties responding to this Call for Artists to finalize technical and commercial terms. SARC reserves the right to accept any proposal, or any part of a proposal submitted that is deemed, in the sole discretion of SARC, to be the most advantageous to it. The proposal having the lowest cost shall not necessarily be accepted and SARC may take into account any criteria in evaluating responses to this Call for Artists. SARC is not obliged to provide reasons to any responding parties with respect to any use of SARC’s discretion.

SARC reserves the right, in its sole discretion, to seek further information from, or clarification of, any proposal submitted in response to this RFP, and is entitled to utilize any such information or clarifications received in deciding which proposal it may accept, if at all.

1.6 CONFIDENTIALITY AND SARC’S OBLIGATION

All information, including the Call for Artists, provided to the applicant shall remain the exclusive property of SARC. As such, all data and information shall be kept strictly confidential and shall not be disclosed to any third party without the express written consent of SARC.
The issuance of this Call for Artists and SARC’s receipt of any proposal shall not, in any manner, obligate SARC to perform any act, incur any liabilities, or reimburse or compensate any applicant for preparation costs or other losses incurred in the preparation of their response to this Call for Artists. SARC shall have the right to use, for any purpose, any information submitted in connection with the Call for Artists unless it has been marked Confidential.

1.7 TERMS & CONDITIONS

Successful applicant will be required to enter into a Contract with SARC which will embody the terms of this Call for Artists and any subsequent negotiations or clarifications. SARC reserves the right to modify or amend this form of agreement prior to its finalization and execution with the party submitting the successful proposal.

1.9 INSTRUCTIONS

Proposals must be submitted by email to Nicole Linzmeyer by March 31, 2018 (contact information listed in Section 1.8).

2. SARC’S REQUIREMENTS

2.1 SERVICE REQUIREMENTS

SARC is looking for an artist to create a commemorative art piece in celebration of the 50th Anniversary. The selected artist will be required to meet for two one-day sessions with 4 artists experiencing disability to collaborate and work on the piece together on-site in Saskatoon. After the two collaboration sessions, the piece will be completed by the artist off-site. The final product of the art piece must be transportable.

The artist must be comfortable with appearing on camera and being interviewed as a video will be developed documenting the project.

If the applicant is from outside Saskatoon, all travel expenses to Saskatoon for the two days of collaboration will be paid for by SARC at SARC mileage rates.

2.2 GENERAL TIMEFRAME REQUIREMENTS

Start project: April 18, 2018
Collaboration Session #1: May 2018 (date TBD)
Collaboration Session #2: June 2018 (date TBD)
Art piece to be completed by: August 1, 2018

2.3 COLLABORATION SESSION DETAILS

Collaboration Session #1: This session will be a facilitated discussion with SARC. The selected artist will get to know the artists experiencing disability, discover their artistic talents and interests, and explore their vision for the project. After this session, the artist will take the discussion and inspiration, and determine the concept and medium for the art piece before the next session.

Collaboration Session #2: The artist will bring their concept back to group to get feedback and provide the opportunity to have some hands on interaction with the art piece. After this session, the artist will complete the piece off-site, on their own time.

2.4 BUDGET AND HONORARIUM

The successful applicant will be paid an honorarium in the amount of $2,500.

The applicant will also be provided a $500 + tax materials budget and will be required to purchase all materials for the art piece.



2.5 OTHER REQUIREMENTS

The artist will be required to have planning meetings with SARC in person or via video conference prior to Collaboration Session #1 and possibly other dates.
SARC will maintain ownership and copyright of the commemorative art piece.

3. EVALUATION OF THE PROPOSALS

Proposals will be evaluated by SARC according to the following:
• Submitted according to instructions (pass/ fail)
• Capability
• Portfolio/ previous work
• Ability to meet SARC’s timelines listed in section 2.2

4. PROPOSAL FORMAT

To ensure that all proposals are evaluated equally, the submissions must be divided into the following sections:

SECTION A: A PROFILE OF THE APPLICANT

This section should include:
Applicant name
Contact information (address, phone, e-mail)

SECTION B: SUITABILITY OF THE APPLICANT

This section should describe why you feel that you are best suited for the scope of SARC’s project. Please describe work you have done in terms of similar projects. A demonstrated knowledge and understanding of the disabilities services sector will be considered an asset.

SECTION C: SERVICE REQUIREMENTS

This section should outline how the applicant will respond to each of the requirements identified in the SARC’s Service Requirements (2.1) of this RFP. The applicant can also provide an initial concept or description of how they envision the commemorative art piece to look like.

SECTION D: PORTFOLIO AND REFERENCES

Please provide a portfolio of comparable work. If you have worked with any companies on a commissioned art piece in the past, please provide their contact information, including names, phone number, and email. Provide examples of the work that was done for their organization and the year(s) the service was provided.
SECTION E: TIMELINE REQUIREMENTS
This section should describe the applicant’s ability to meet the timeframes indicated in Section 2.2 and demonstrate availability and capacity to deliver on SARC’s service requirements in the timeframe requested. The final product will belong to SARC and SARC remains the authority on how, when and where the artwork will be used.
