2025 Indigenous Artist in Residence

In Treaty 4 Territory, the Parks Recreation and Cultural Services Department is shifting the way we work, to preserve the land and connect to Indigenous culture. We acknowledge the harms of the past and our shared history. We are humbled and honoured to share this land with its original stewards, the Cree, Saulteaux, Dakota, Lakota, Nakota and the Métis Nation.
Through dialogue, stewardship of the land, preservation of languages, celebration of the arts, and provision of opportunities for sport and recreation we are advancing the Truth and Reconciliation Commission Calls to Action.
The City of Regina is looking to support an Indigenous artist (First Nations, Inuit, or Métis) to explore their artistic practice and produce an artwork for the City’s Civic Art Collection. The Artist Residency program prioritizes community engagement that has a positive impact on both the artist and the residents of Regina.
Residency Information
• The theme of the 2025 Indigenous Artist in Residence program is “Indigenous Futurism.”
• First Nations, Inuit, or Métis artists residing full time in Regina during the residency may apply.
• Artists working in any medium are encouraged to apply. This includes, but is not limited to 2D, 3D, Indigenous traditional arts, dance, music, spoken or written word, public art, textiles, installation, new media, traditional tattooing, and social practices.
• This Residency is a part-time contract position. The artist is expected to create a schedule and to complete 500 hours between the months of June to October, 2025. The Artist Fee is $30,000 (tax inclusive).
• The Residency includes studio space within City of Regina facilities—if the artist and project require it.
• The artist will be required to get insurance as part of the agreement.
• Additional funding of up to $30,000 (tax inclusive) is available for materials, insurance, specialized equipment, studio spaces outside of City of Regina facilities, cultural supports, other activities relating to the residency, and to support the purchase of an artwork or body of work (examples include: painting, sculpture, muti-media, performance, digital art, archival documentation of immaterial work etc.).
• A third-party production company will create a video documentation of the project.
• The contracted artist will be expected to complete a minimum of three (3) public engagements, one of which will be an artist talk at the end of their residency. Other opportunities may include, but are not limited to, classes, workshops, performance, mentorship, public showcase or open office/studio hours.

Interested applicants will submit one of:
1) Letter of intent – not exceeding a total of 1200 words – OR –
2) Video of intent – not exceeding a total of 15 minutes
Statements of intent or video of intent should include the following information:
• Introduction to yourself, and how you connect to your Indigenous identity and community.
• Artist statement and biography including your connections and relationship to Regina and Treaty 4 Territory, relevant accomplishments, and experiences with similar projects, where applicable.
• An artwork statement, including information describing your interest in the project.
• A description of your proposed Residency project: materials, space requirements, and intended outcomes.
• A description of how the project will engage “Indigenous Futurism.” • Explain how you plan to engage the public and what resources you will need.
And:
1. CV (include all relevant team members).
2. Up to 6 examples of existing work for review and consideration.
3. Proposed budget.
4. Project timeline.
Please include any relevant links to artist websites or pages.
Shortlisted applicants will be invited to an interview with the Expert Panel. During this interview, applicants may be expected to provide proof of connection to their Indigenous community.
Please note this opportunity is only open to Indigenous (First Nations, Inuit, or Métis) artists. If you also belong to another equity-seeking group (i.e., 2SLGBTQIAP+, disability) who have experienced oppression and/or exclusion that you would like to indicate, please do so in your submission.
Proposals shall not:
• Include design elements that feature advertisements or promotions for commercial businesses or products.
• Include design elements that are discriminatory or include profanity or otherwise offensive content.
• Include design elements that breach intellectual property or trademarks.
The City of Regina will not support submissions that engage in cultural misappropriation (sometimes known as appropriation) and prioritizes artwork that reflects the artists’ own culture(s).
Cultural misappropriation is the deliberate or accidental borrowing from a culture that is not your own without respect, understanding or permission. This may include cultural practices or objects, music, stories, ceremonies or imagery.
