Evaluation Pilots & Policies

Values-based Evaluation Framework Development

In order to understand how well the funds are reaching the people of Saskatchewan, including equity-deserving groups, a new evaluation framework is being designed. An external research company has been contracted to develop a values-based approach to collecting and evaluating data. A new value-based Evaluation Framework would allow us to:

  • Establish a systematic method for assessing progress towards the ultimate goal of integrating inclusion, diversity, equity and accessibility in SaskCulture’s own programs and services, as well as through the cultural ecosystem in the province.
  • Support SaskCulture to make more strategic and informed decisions around funding moving forward;
  • Expand the collective knowledge and understanding of an IDEA funding framework; and
  • Create a positive culture around evaluation based on participation and utility.

The development of the Values-based Evaluation Framework includes pilot study to assess data collected by different cultural groups.

Areas of evaluation:

  1. Reach – To what extent does the flow of funding through support an Inclusive, Diverse, Equitable and Accessible cultural ecosystem.
  2. Process – To what extent are SaskCulture’s funding processes and practices contributing to Inclusive, Diverse, Equitable and Accessible cultural programming in Saskatchewan.
  3. Barriers - What barriers exist for the advancement and support of Inclusive, Diverse, Equitable and Accessible, in SaskCulture’s own programs and services, as well as throughout the cultural ecosystem of the province?
  4. Needs – What are identified community needs that contribute to Inclusive, Diverse, Equitable and Accessible cultural programming in Saskatchewan?
