Position Summary
This is a term position for up to twelve (12) months.

The Process & Performance Consultant provides expert advice to the Social and Cultural Development Branch to facilitate and lead branch programs and projects and process improvement initiatives. Working under the Social and Cultural Development Branch, this person facilitates and manages heritage projects, policy reviews and implements heritage policy revisions as required, conducts continuous improvement initiatives that align with the corporate strategic plan and department/division business plans, designs solutions to business practices and enhances organizational performance, efficiency and effectiveness. The Process & Performance Consultant achieves their outcomes through project management, process facilitation, best practice research, change management and business consultation. The Process & Performance Consultant reports to the Senior City Planner.

Typical duties include:

Provides specialized and advanced project and business advice pertaining to the management of Heritage projects
Develops, monitors, and manages multiple major heritage project/program budgets and expenditures.
Initiates, develops, and manages significant and complex operational and business improvement studies, plans, projects and programs.
Interprets and analyzes complex data, information, processes, programs, and problems and develops options, solutions, improvements and recommendations.
Designs and facilitates processes that achieve business and operational process improvement.
Prepares and presents complex heritage reports, contract documents, terms of reference, request for proposals, correspondence, and briefs and reports to Committees and Council.
Initiates, develops, and conducts public consultation and information programs.
Receives and responds to concerns and inquiries from staff, the public, other departments, elected officials and the media on heritage related issues.
Consults, negotiates, or collaborates with heritage agencies and stakeholders.
Represents the division on various ongoing corporate and divisional committees ensuring alignment of initiatives with corporate and divisional strategy.
Builds and maintains relationships in order to promote a culture of innovation and continuous improvement.
Approves requisitions, expenditures, and other transactions within the limits of established authority.
Facilitates transition planning for change identified through business process improvement projects and initiatives, including promoting effective knowledge transfer and building capacity.
Manages continuous improvement initiatives and projects in a shared accountability framework within divisions, including scope, resources, timelines, deliverables, budget, risks, and reporting, etc.
Identifies research and implements effective and efficient business processes to provide high standards of best practice and promote consistency across the division by identifying cross divisional linkages and connections.
Develops, manages, and leads multiple technical, inter-disciplinary project teams created to review, develop, and implement recommended program improvements.
Conducts multi-disciplinary research to provide an informed, objective opinion on the effectiveness or enhancement of programs and the efficiency of performance of those programs and services.
Develops and maintains effective and extensive partnerships, professional memberships, and networks within the area of professional expertise to ensure that the City of Regina is represented and contributes to broad professional goals and development; keeps abreast of changes in the profession to ensure value is added to the work of the department.
Performs other related duties as required.
Candidates will be screened on the following criteria:

Typically, the knowledge, abilities and skills are obtained through a university degree in Urban Planning, History, Business Administration, Management or a related field coupled with a minimum five (5) years senior level experience in project management and business/program review or related. A combination of relevant experience and education will be considered. Consultation and facilitation experience is preferred.

Advanced knowledge of project management and change management theory and practice. Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion.
Ability to express ideas effectively, in oral and written form with particular emphasis being placed on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.
General knowledge of procedures and practices required to assemble, prepare, and analyze operational and management information; knowledge of the principles and practices of fiscal management and program evaluation.
Skilled with contemporary supervision and leadership principles and practices. Knowledge of the principles of organization and administration and the ability to effectively apply these principles.
Skilled in managing multiple major plans, projects, programs and budgets.
Knowledge of Windows-based software, specifically Microsoft Office and database applications.
Thorough knowledge and understanding of desktop software.
Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/ plans/regulations, and develop innovative solutions.
Skilled in establishing and maintaining effective working relationships and a respectful work environment with direct supervisor, co-workers, other City employees and the general public.
Skilled in listening, leading, and influencing people, averting, and resolving conflict, and cultivating consensus.
Skilled in strategic planning, coordinating, and directing staff, work teams, consultants and contractors.
Ability to develop innovative engineering and operational solutions.
Ability to shift strategic focus and activities quickly in response to changing organizational priorities.
Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.

Salary: $39.85 - $49.75/Hour; $75,978 - $94,854/Annum (2020 rates)
