POSITION: Personnel Manager

STARTING SALARY: $62,500 annually

DESCRIPTION:

The Personnel Manager is responsible to carry out all functions related to human resources in the Southeast Regional Library framework. The Personnel Manager applies professional skills and techniques to the provision of hiring staff, dealing with the union, and developing employees to support Southeast Regional Library’s mission and objectives. The position is a senior management position answering to and working closely with the Library Director or designate in all aspects of financial management for the region.

TYPICAL DUTIES:

•coordinate and manage recruitment, screening, and interviewing of applicants for both unionized and part-time positions, ensuring that proper documentation is received when new employees begin employment
•assist in hiring professional staff at Weyburn, Estevan and Headquarters;
•training and development of branch librarians;
•monitor and review the performance management process;
•work with the Business Manager with respect to staff related payroll and benefit concerns, issues and policies
•development of materials and resources for staff learning and development
•plan and implement regional workshops in cooperation with the Headquarters management team
•interpret all policies to ensure fair and consistent application of Southeast Regional Library policy;
•ongoing monitoring of legislations and practices pertaining to Human Resources
•ongoing review and development of regional policies pertaining to Human Resources
•handle all staffing issues in a fair and reasonable manner; including complaints, and investigations
•ongoing review of timesheets and backup of the payroll function
•participate in union negotiations and administration of union contracts as appropriate;
•coordinate and oversee OHS implementation in the region
•work with local boards in issues pertaining to HR related concerns including hiring, branch open times, complaints, and performance related matters, board development and in a supportive role to the Regional Management staff
•manage privacy issues facing Southeast Regional Library
•Promote library services in the region
•liaise with other Library Agencies in Saskatchewan as required
•As a member of the management team, serve in an advisory role to the Library Director in strategic planning and enhancement of library services
•Work on projects, committees and taskforces and needed
•work with Southeast Regional Library Management Team in the development of new initiatives
•attend approved workshops, conferences and seminars to maintain professional skills; ongoing professional development plan to maintain CPHR status
•other duties as assigned.


QUALIFICATIONS:

A Bachelor degree in Business Administration or a related field or an equivalent in Human Resources experience with a nonprofit organization; a current Certified Professional in Human Resources (CPHR) designation is preferred, however, CPHR candidates or those willing to obtain a CPHR designation will be considered; experience working with unions is required; strong management, fiduciary and supervisory skills; a working knowledge of library practices and procedures is an asset; superior interpersonal, time management and problem-solving skills; superior oral and written communication skills; ability to sustain cooperative, productive relationships with staff; willingness to work outside regular business hours on occasion; possession of a valid driver’s license and the ability to drive throughout the region as required; must be able to provide a clean criminal record check; physical fitness allowing the lifting and moving of boxes of library materials up to 20kg.
